First, I am slightly confused how the interim board of examiners is ratifying marks. Could someone please explain? Secondly, is there any rule where a difference of n points between the marks given by two examiners results in reviewing the work by a third marker?

It depends on the University regulations. You'll have to look up what your specific University rules are, and any additions to those rules for your Faculty and course.
