I read that the government think that the new PGL will help 40,000 students but with 300,000 postgraduate students in the UK and the scheme opened up to all EU students who study in England, what will happen if the government see more demand than 40,000 students?

I meet the eligibility criteria and I am intending to apply but I want to understand whether I am 100% guaranteed to receive it or whether I should apply for other loans as a back-up, like the PCDL or get a private student loan.
