It's a friction belt basically, so you transfer charge to a sphere, which then sparks to equalise the charge if you bring it close to another sphere, so as to complete the circuit.

RebecaW, check out the PHY6 thread created previously. I posted an answer on how a Van De Graaf generator works according to the Edexcel mark scheme on a previous past paper. They don't require you to actually know how it works in great depth.
