So there's this guy who goes past my house and sometimes he looks at me but I don't know why whay should I do talk to him and be friends . And also I don't get why he looks at me any suggestions . No stupid comments plz .

Do you know him, or of him? Or is he a complete stranger to you?
If it were me (you may already do this) I'd start off by smiling at him, rather than just making eye contact, which can sometimes be a bit awkward. Then, assuming he's friendly and smiles back a few times, you could either try waving or jump straight in there and make friends. I would definitely try to get chatting, you never know, you could become best friends. Or if not, maybe you don't really get on too well, it's good to meet different people... Makes your life richer! Just try it, you have nothing to loose!
