This is simply a metaphor.

It's not pathetic fallacy as this is when the surrounding atmosphere has an effect on the setting or character's state of mind. For example, thunder and lightening could have the effect of danger, anger or fright, etc.

It's also not personification because tension is an abstract noun which is a state of feeling that's not attributed to something human.

Anyway, just stick to metaphor which is simply a figure of speech that has an hidden meaning that should not be taken literally.
