So keeping Germany German is not racist?

I'm talking about the article in context. It seems his concern is with the volume of immigrants, and the worrying thing about it being an "Arab" country would be the volume of people needed to attain this, and the notion of the problems in refugees' homes not being addressed, not that the genetic makeup of the citizenship is different.
