Please could someone explain part c) of this question?

Just consider each locus seperately, the first one requires you to shade inside the circle, the second inequality requires the angle from z=-6 to be greater than arctan(1/2), so the region above this is shaded.

What's confusing me really is the inequality in |z-6+3i| > 3|z+2-i|. What does this mean? Why isn't it an equals sign instead?

The inequality just means that there's an area to shade rather than a line/circle to draw.
