what does 'capped at 40%' mean?

I failed one of my units and now have to re-sit the exam. I got a letter which says that "the overall mark will be capped at 40%"

Because 40% is a pass and anything under is a fail, does this mean I have to submit work of a 100% standard just to pass?
It means even if you might normally have been awarded more than 40%, you will be awarded 40%.no more.
So two results a pass of 40% or fail.
If your work is above a 40% standard, it'll default to 40%. You can't get higher than that, no matter how good,
If it's worse than that, you done ****ed it up.
