The Paris and Brussells terrorists were EU citizens, at least as far as we know.
Not all fo them. Some passed through the Mediterranean route from Lybia to Italy and mostly the leaders of the operations. Italy encourages migrants to pass the border so they don't stop any of them. Once a migrant arrives in Italy he can go to France and EU for sure.

It doesn't really matter. The EU citizens terrorists were of non European origin, their parents or grandparents are always or almost always from Middle East. The current immigrants will cause a problems because they are not prepared to live in our societies- they don't know our language, do not have necessary education, often do not understand or respect our culture- this may not become terrorists, but they'll surely cause lots of problems, that will never be solved, because chances for integration are very low even when a very small numbers of immigrants are coming in. With this large numbers it is purely impossible. But their children will surely be vulnerable to radicalism.
