I suggest you look at whether a masters is required for chartered engineer status and see what additional hoops you may need to jump through with a BEng before continuing.
Incidentally, aren't resits usually capped very low (40% usually), so would you even be able to retake the year to improve your results? Usually extenuating circumstances are required to take an uncapped resit such as major illness or something.

Looks like you're doing a BEng and there isn't much you can do about it then. Tough breaks.
