    Personally for my prom id go with normal eyes so like shades of brown which are really flattering for blue eyes.
    And yes black mascara... i dont like blue mascara it can look tacky and this is your prom so you wanna look glamourous

    Cobalt blue dress sounds v nice and quite bright so id keep the eyes toned down but still beauutiful

    I wouldn't wear any blue on your eyes.
    Either browns or smokey black/grey colours and you will look fab
    Hope you have a good time!

    It's either a wow factor for the lips or eyes, personally I would keep your eyes neutral with soft beiges and browns with just a little black eyeliner and some volume mascara and get a nice lip gloss/lipstick instead ;yes;
