Getting a Provisional license with no Passport

Hi, my passport recently expired about 2-3 months ago, and I do have a CERTIFIED COPY of my birth certificate - does that mean it's the original copy?

Also, I have a letter stating my National Insurance number but no card? Could I also use that letter and my birth certificate for identification to apply for my provisional license?

You can apply by post by completing a D1 application form, which you can get from the DVLA form ordering service or from a Post Office.Postal applications take up to 3 weeks.You must include:

the fee of £43 by cheque or postal order payable to DVLA (don’t send cash)

I mean, it is in black and white on gov.uk website.
