Postgraduate student loan

I was told that I am eligible for the postgraduate student loan but does that mean I will definitely get it? I am an EU student from Dublin, I just need to know as I must sort a few things out bankwise as loans are very hard to take out here in Ireland. Also what evidence will they ask me for? And will not having a UK bank account/national insurance number affect my eligibility? According to what Ive read it doesnt it just means thay cannot pay you until you have these. I am hoping to go over in August sometime to sort these
And can someone please get back to me. Asap.
