If you can't measure the volume then why not measure the length of the barrels and mark the half way point on each one. Then add more oil or less oil to the line if required. If it isn't equal then try putting the line a bit higher on each one and see if the line needs to be higher or lower and keep trying that lots of time. Hopefully you will eventually find where the line should be and put the right amount of oil in each barrel by trial and error. I might be talking nonsense, lol

That'd be cheating no measuring of any kind can be done, and you don't spill anything if you transfer things between barrels so you know that a barrel is either full, empty or half full, and will never be able to get any other quantity in each barrel. It is possible

Pour two half-barrels into an empty one so you have 8 full, 5 half, 8empty
Pour another two half-barrels into an empty so you have 9 full, 3 half, 9 empty

Give them each 3 full barrels, 3 empty barrels and 1 half barrel.
