OCR Computing A453 task 3 help!

All 3 of the tasks are based on creating a troubleshooting system. I don't understand task 3. It says that you need to create two files to test the system .What does this mean and well what do i need to do for task 3 in general?

Please can someone explain it?

Just to warn you, no one can actually help u, as a few years ago someone uploaded their course work online and everyone in the country had to be given a 0 as it is cheating, even though you never saw the actual thing.
