On the website it says "The course is on level ground and on a good running surface. It is an individual best effort and you should aim to finish in less than 09:30 sec."
What exactly does best effort mean? Is this a pass/ fail test? Will I be sent home if I don't hit the required time?

When I went through selection, if you failed one aspect, you failed everything. It seems to have changed now. These runs tend to be pass or fail. They usually take your other performances in other tasks into account and decide whether to pass you. Best effort means exactly that. You give your best effort. You don't jog, you don't walk, you don't bimble with a buddy. You go all out to get the best time you can.
