No, the situation if that one person had killed loads of friends and family it can be morally justifiable to torture that person for death otherwise no.

I believe in retribution for many things. It doesn't work for everything but i can work in some and it's where i like to apply it.
Torture is fundamentally flawed in that, after a while, people will say anything you want them to if they think it'll stop the pain.

So not only is it immoral, it's also counter-productive on an idiotic level.
