This girl that I like recently texted '...keep in touch' after we suggested to meet in the near future. Is this a sign that our relationship is doomed?

yeah basically she's keeping her open to contact with you, but obviously would not appreciate being texted to every 5 minutes

Depends on the context. Big difference between 'I like you as a friend and don't want to go out with you, but keep in touch' vs 'Yeah I'd love to go out but I'm really busy this week. We'll fix something up soon so keep in touch'
