    Motion on the Scottish Named Persons Scheme

    This House notes the planned introduction in Scotland of a Named Person under the Scottish Children and Young People (Scotland) Act 2014, who will have certain access to information about a child. This House notes the ruling of the UK Supreme Court about the scheme and that as a result, changes are expected to be made before the scheme is fully rolled out, especially on data access.

    This House believes that the scheme should apply only to older children and young people by exception, not automatically. This House also believes that no person should be forced to be a named person, given that it can be assumed that they may be called upon in extremis out of normal working hours and during holidays. People in existing jobs and professions who could be asked to be named persons should have the right to opt out of the scheme before it is introduced, and in the case of pilot areas, by the end of the year.

    This House calls upon the Government Ministers responsible for child welfare and for Scotland to make representations on these lines to the Scottish Government.

    I can't exactly see what it's trying to say, it seems to be saying "this should be done but with a couple of exceptions" rather than "this shouldn't be done except a couple of exceptions"
