Hi. I'm planning to go to university September 2017 and I am EU national. I have been living in the UK for 3 years so by the time I would start my degree it would 4 years. I was checking from https://www.gov.uk/student-finance/who-qualifies and it states there
    • You’re a UK national or have ‘settled status’ (no restrictions on how long you can stay)
    • you normally live in England
    • you’ve been living in the UK for 3 years before starting your course
according to the government portal, I should be just fine however I heard from somewhere that its 5 years not 3 years.

Can you advise me on this matter?

It's 5 years from the end of March 2016. To get the tuition fee loan, you have to be in the EU for at least 3 years prior to your course starting.
