Nobody will reply to my work experience inquiries !?
I have emailed and sent letters to around 7 practices some I didn't even get the decency of a reply from a year ago.
Whenever I call they are engaged .
What else can I do when my Uni wants 2 weeks more experience ??

Uhh what practice? GP? If that's the case then I've heard that some people have sent hundreds of inquiries before getting a work experience placement 
If you don't want to do that, could you gain sufficient experience through volunteering somewhere?
