Changing Uni

I have just completed my first year of study at a average level uni with good first year results although I didn't do amazingly well in my A-levels, Would it be possible to apply to a better uni through clearing this year.

Clearing is for first year entry generally - you could call up to see if any universities will consider you but if you're looking to switch to year 2 then that is a more complex process (your university would need to compare the modules you've done with their first year modules to ensure compatibility).
you ll have to see if the new university can take you from second year. but for going through clearing am not sure but its worth giving a call and explaining your situation to them.
