1. I have accepted a clearing place from a uni2. Im going to visit it 3. I may or may not like the uni4. If I don't (like it), can I reapply to UCAS in september in a fresh application to start in 2017 sept?

Yes you can make a fresh application in September

Yes you can, you will still need a referee though so keep in touch with your one from this year.
