Got bad AS levels; what do universities care about?

I didn't quite get the grades I wanted. It's ridiculous in my opinion, that you get your university based on AS GRADES wtf..... Anyway, that's what I need some intel on.

Since I got bad AS grades, if I get brilliant grades in the reformed A levels such as biology, and decide NOT to take a gap year, will I be able to make an application next year so that the Universities that I apply to will only take into account my A level grades? How does this all work, if it works?
Some unis want specific As grades and some don't so have a look. Talk to your teachers about what they think you can realistically achieve and go from there.
