I can't, I'm an international student...from Africa.
This depends entirely on you. What course are you applying for, does one university have a better reputation for it? Do the modules look better to you at one uni? Are the entry requirements achievable? Have you visited both? If so, which one did you feel most comfortable at, did the people there seem friendly? Are there particular extracurricular activities that are important to you?
You can't expect anyone else to make this decision for you, think about the benefits of each and choose the one you think you'll be happiest at.
