No, universities typically ask for whatever the A-Level entry requirements are and then a pass in English Language and Maths GCSE

The offer will be the same. However, getting a B may put you at a disadvantage to other applicants who may have achieved A* in English Language. The extent to which the above matters obviously depends on the competition and the total number of A*s you achieved.
