Enrol for a course but waiting for student finance approval

Last week i went to my local college and been told that i cant enrol and you have to pay and they told me that you have to apply for student finance and once you get an email or letter from them then come and enrol but my local college finishes enrolling a few days what shall i do cuz i still haven't been enrolled.

any SFE here please who could give me a hand

last enrolment day is on the 16th Sep.
still havent enroled been told that i have to wait for Student Finance approval is that true?
told them just secure me a place on the course and they said noo!! how
