Is Bristol likely to make an offer to someone whose personal statement is purely economics a place on this course?

Are you only applying to that course at Bristol but economics elsewhere then? Don't quote me on this but I'm sure they'd be understanding if that is the case - it's not unusual for someone to apply for a joint course somewhere but not elsewhere if that institutions joint course looks particularly interesting to them. If you're still concerned possibly email admissions, they should be able to put any concern to rest.

I applied for multiple joint and single honours courses with the same personal statement/application. Received offers for all.

As long as your statement is relevant for both courses you'll be fine. An economics personal statement with an additional focus on management won't be frowned upon, it might even enhance your application.
