UCAS Track still updating?

There has been no update to my UCAS Track since 04/07/07. I just called up UCAS and an automated voice said that they were running a very limited service on Track at the moment.

What I would like to know is, if my Uni was accepting or declining me, would it already be on UCAS Track?

The automated message said full service would be up and running by mid-morning tomorrow...is that when I find out if I have been accepted? :confused:
