Business IA HL question (IB)

I'm in a dilemma where I think I may have to re-write my question... I have already written all of my current IA for this question: Should “airline A” improve its motivation techniques to increase staff productivity and reduce employee turnover? However, it has been brought to my attention that it may not be a strong enough question to guarantee me even a level 5. I was thinking of changing the question that involves investing in a particular item but I could not think of anything! Any suggestions?
Have you mentioned the limitations of your findings? i.e the data you have to work with may be outdated, the data only represents a small sample of the employee population and not the entire workforce.

Are there any better alternatives to improving employee motivation that you have not thought off yet?
