Do I need IB Maths HL if I want to specialise in Econ&Politics in UCL PPE????

Have you checked the entry requirements? They should give you an idea.

I think so. It is generally required for Econ to have a HL in maths, unless the course is not in high demand or Econ is not your main subject, but I don't think that's your case here

    Good luck!

It says, "If in doubt choose the Politics and Economics option and take the Introduction to Mathematics for Economists (you would not be able to switch into this concentration without this module)". Does this mean people can choose Politics and Economics first and can take the Introduction to Mathematics in a way that compensates Maths HL?

It implies that Maths will be in consideration if you pick Economics and Politics otherwise pick the other one. If you are in doubt, pick the one where Maths will be considered as you can switch out since it does not require that. But not the other way round.
