If someones at an average/above average uni like Sussex and does really well in their first year, like gets a first or a 2:1 if thats a thing for first years, can he transfer to another university? Like a better one like Bristol or Manchester or Surrey?

Yes. Contact unis you're interested in and ask if they accept transfers and what their requirements are. They may or may not want A level grades but definitely will want certain grades for first year.
