When i first qualified, it was a senior position in hospital. However, now, in hospital its a bit of a redundant terms as most pharmacists are clinical- technicians are accuracy checking and some are dispensary managers too. A basic grade pharmacist will be expected to complete a clinical pharmacy diploma/msc within a couple of years of qualifying to get promotion. There are now also clinical techs in hospital, who do things like inhaler technique, monitored dosage system requirements etc.
In community, clinical pharmacy has come on a lot in the past few years because of primary care pharmacists, independent/supplementary prescribing and the extended services (smoking cessation, medicines use reviews etc). There has been a community pharmacy clinical diploma for ages now.

Wheras there used to be a distinction between a dispensary pharmacist and a clinical pharmacist, I doubt that any pharmacist in community or hospital can get away with not giving clinical services now.
