what am i to do
someone on facebook will not remove a picture that has my face in it, I did not even give them permission to use that pic as their cover photo I've asked them to take it down but they wont! making me so mad right now! I've reported it but the issue hasn't been resolved!!!
also he keeps trying to talk to my younger sister who's just turned 16 he's 31

Just report him. If an image contains you and you don't give permission for them to use it, they have to remove it. He sounds like a creep though, so I'd tell Facebook support about him trying to talk to your sister as well.
