Careers fairs - worth it?

Ok, so I have a list of employers that I want to apply for jobs with, and they're all attending a careers fair that I was considering going to.

I was just wondering whether I should just go ahead and apply anyway, or whether it would be worth the wait to go to the fair and talk to them? I mean, advice I've had regarding careers fairs is that you should wear a suit, treat it like an interview, take a CV etc - but does this actually make any difference? Or do they not tend to remember anyone at all and it's more for people who are unsure where they want to apply to get information?

There's a couple I'd like to apply to who I don't meet the requirements for (personal circumstances) - do you reckon it'd be worth talking to them?

I've been getting conflicting views from friends - some reckon it's a good way to 'put yourself out there', whilst others reckon they're a waste of time.
