oxidative phosphorylation question

hey jus wanted to know if the rate of oxidative phosphorylation is low would the uptake of oxygen decrease...or is it just that not all of the oxygen molecules would be able to accept the hydrogen ions or electrons due to the lack of them available?? so the uptake of oxygen would actually remain the same

if someone clear that up for me?
