Not really, I think that by the time you get to A Levels you're expected to be able to work independently, and even if you're school is crap then there won't be much leniency, although it may make a slight difference.
if you were applying for cambridge, where you get the supplementry application questionaire

then putting it down on that, may help you slightly.... but as already said, by the time you get to a'levels, your expected to be able to work far more independantly...

If it's just one bad ofsted report, it won't make much difference. If it's a series of bad ofsted reports, they might care more.

But it's not really the kind of thing your school would say in a reference, and it's not the kind of thing that would look right from you.
