I don't really understand the system of CIE A levels. Help!

They offer A-levels, ASs and A2s but I am not sure what is right. From their examination entry list, I can see something like this:

Literature in English
3: Poetry and Prose
4: Drama
5: Shakespeare & Other Pre 20th Century Texts
6: 20th Century texts
7: Comment And Appreciation
66: Carried Forward June AS Mark
67: Carried Forward Nov AS Mark

Options are:
A: 3,4,5,6
B: 3,4,5,7
J: 3,4,5,6,66,67
K:3,4,5,7,66,67

What I don't understand is this concept of "Carried Forward AS Mark". Why would someone write all A-level exams and still want to carry forward AS mark? That just doesn't sounds right.

Moreover, they aren't offering "English Language" at A-level - it's only offered at AS. But they're offering "English Literature" at A-level. Their syllabus handbook defines a complete A-level to include four exams. So again, why would someone want to carry forward AS marks and still write all the A-level exams?
