You'd need to speak the language of whichever country you choose to work in probably.

Fluently. I think a foreign languages degree would give you a better chance of that, unless of course it's an English speaking country.

Indeed it'll be based more on your own ability than your actual degree. Ask yourself - Do you think you are capable of becoming a journalist in a foreign country? The answer you get is your answer.
No offense, but this is a pretty stupid question. What exactly do you mean 'what are my chances'? We're not mind readers. Your chances wholly depend on the way in which you pursue this aim.

But surely you'd be better off doing a degree in foreign languages...

Yes, definitely don't do that. Seriously, do a language degree whilst obtaining journalistic work experience on the side.
