The Scottish and Welsh bills idea is embryonic - I came up with it after talking to Oriel in the Speaker thread. But I meant that we'd have bills of the Scottish Parliament or Welsh Parliament that we'd discuss...

The point would be to allow for an outlet for local issues, without having to have seperate sub-fora and usergroups.
