I wondered whether the University of Manchester requires an Letter of Motivation / Statement of Purpose? (MSc Economics)

There is no request on the website. May this be possible? Astonishing...

Hey.
From your post i will conclude that you are planning on applying for Sept 09.
You do not apply to individual universities.
You apply to UCAS (which is a central board) which then sends out all your information to the 5 universities of your choice.
You have to write a single personal statement(sort of a "letter of motivation") regarding all your universities.

I'd ask in the Postgraduate section of the forums as well as here - but if it says under the applying section nothing about this letter of motivation (which I'm afraid I have never even heard of, although I'm still on a BA and doing languages) then I'd assume it doesn't want one.
