Crunches will target the muscle under the fat, but will do little to nothing for the fat itself.
You need to do some good cardio, 3-5 times a week and reduce all over body fat. Cycling, running, brisk walking, swimming, general gym etc etc combined with a healthy diet.
Keep up the crunches so when you drop the fat you'll be nice and toned.
