That Buzz Cut look without the Buzz Cut?

I keep seeing people with that buzz cut look except that it doesnt seem like they got a buzz cut - (if that makes sense)

what i mean is there hair is really short and like all the same length, but not 'spiky'. When you get a buzz cut (or at least for me) my hair tends to be spiky rather than lay down flat

is this dependent on your hair type?

something like this:

It could have been trimmed with scissors down to that length, rather than growing into it from a 'buzz cut'.

i tried that once, but it wasnt the same effect. the hair didnt really lie flat

Why would you want that cut? It works for him to cover his receeding hairline.
