There's no actual rule against it, and it's causing plastic united/liverpool fan butthurt, so therefore I'd say it's a winner by definition!

No. Reluctant though I am to admit it, Jar Jar served a crucial purpose in the narrative. He helps the Jedi escape certain death, takes everyone to the Gungan sacred place and plays a very big part in consolidating an alliance between Theed and Otoh Gungah, earning a promotion to General in the process.
Darth Maul had little dialogue, few distinguishing characteristics (beyond his appearance and double-bladed lightsaber), and could have been replaced by literally any other nameless 'badass' Sith lord. There was nothing to him beyond looking cool, killing Qui-Gon to remind us of the SITH THREAT and dying. Jar Jar was annoying, clumsy and incredibly thick, but he had more depth to him than Maul.
Indeed, it could be said that Episode I is the story of Jar Jar's hero's journey; chronicling his development from useless ****wit to unlikely saviour.
