For media studies you'll be looking mainly at the ex polys. However, for things such as film studies then new glass plate universities of the 1960s (such as Warwick and University of East Anglia) are quite strong. A few of the other traditional universities, especially the red bricks (Liverpool, Leeds, Sheffield, Birmingham) also offer a few.
There is no "best". There are departments that are stronger than others in terms of teaching and research. But, even then, courses change and modules or the general focus changes within the same courses between unis if you know what I mean.
Then there are the subjective personal factors to take into account (location - city/town, campus/non-campus), student support including financial support,
No one can tell you what "the best" are and what is good for what you want to do, especially when we don't know what you want to do. But, as a general rule these unis are quite strong in the area
