Yes thats basically it.
You might find some intresting info on the TSR Wiki on Clearing, and also on the UCAS website.

If you don't get into your firm and insurance choices, you will automatically go into clearing where you can apply for any course you like within reason.

Try looking at Drongos Clearing 2007 Guide on this part of the forum as it will show you what sort of courses/institutions appeared last year.
