France demands an explanation from the Russian representative as to why his country has continued bombing targets inside Georgia, despite the latter calling a ceasefire in South Ossetia.

France is aware that Russia wants a complete withdrawal of Georgian troops from the region, but Russia should remember that no international organisation or nation recognises South Ossetia as an independent state, and hence Georgia has every right to have a presence in its own territory. Russia can lay down no such claim.
Russia would like to remind France that this is not a case of Russia going around bombing indiscriminately without provokation, and that Georgian attacks on the south ossetian capital killed Russian troops, and that any force used by our troops was a measured response to continued Georgian aggression, and to try to prevent the loss of Russian lives.

Russia would also like to reassure members that a ceasefire IS in the process of being negotiated, and our diplomats are currently communicating messages from georgia to the Kremlin and Mr Medvedev, and that when a satisfactory solution is reached, the assembly will be informed. In the meantime I ask members to cease making demands of Russia until talks have reached a more advanced stage.

Luxembourg congratulates the relevant countries for reaching a ceasefire agreement and hopes that further negotiations will end in an acceptable result for all.
Afghanistan is aware of a ceasefire agreement between Russia and Georgia at this time, however remains concerned at the fact that Russian tanks are still in South Ossetia. What reason does Russia have for maintaining a presence in Georgian territory when a ceasefire agreement has been reached?

Afghanistan supports Georgia's right to defend her citizens from the separatists in South Ossetia in the first place and demands Russia eliminates its presence in the country. Should this full, unadulterated withdrawal be delayed further, Afghanistan will take steps to sanction Russia for this heinous breach of international law.
Luxembourg concurs with Afghanistan insofar as the ceasefire seems suspect with a Russian military force still occupying sovereign Georgian territory.

Luxembourg agrees that sanctions should be places on Russia if this occupation continues. True co-operation cannot proceed on the matter of South Ossetia with one side having a clear threat against the other. A UN Peacekeeping force should be dispatched to replace Russia's force in South Ossetia.
Luxembourg congratulates the USA on sending a humanitarian force but hopes that this will not escalate or re-ignite the crisis.

Liechtenstein is doubtful of the said force, and fears that it will escalate the current situation by providing another target for the militants to vent their frustration on.

France feels that a UN peacekeeping force is not required at this time.
It is pleased that Russian forces are showing clear signs of retreat from Georgian territory, although it is deeply concerned about the long term future of South Ossetia and its people.
Talks regarding its political status must be held with all sides present in the near future to prevent this situation ever happening again and to bring about long term stability in the region.

The US delegate questions Russia's hypocritical logic here; how can you accuse UN peacekeepers of 'interfering' when Russian troops interfered with Georgia's domestic dealings in the first place? The US would also like to know who the South Ossetian authorities are and where their allegiance lies. :s-smilie:
South Korea calls for Russia to immediately remove their intimidatory presence from the region, and hopes that a peaceful end can be brought to this conflict, without the loss of further lives.

Ukraine is extremely concerned about Russia's disproportionate military response to Georgia's conflict against South Ossetia separatists, Ukraine feels that Russia's actions have harmed the security and stability of the whole region.

Ukraine stands side by side with our Georgian neighbors and understands and respects their sovereignty as a nation, and acknowledges South Ossetia as part of Georgia territory. The days of the Soviet Union have past, and Russia has no right to occupy Georgian territory. Ukraine is concerned about Russia's Black Sea Fleet presence in its territorial waters and its involvement in the conflict risk further destabilizing the region.

Ukraine urges Russia to follow the plans of the French brokered ceasefire, and withdraw from Georgian territory, and return to the positions held prior to the conflict.

Ukraine would like to take this opportunity to commend the French lead delegation in its efforts to establish a ceasefire in this conflict.
Luxembourg would like to take this opportunity to welcome Ukraine and to commend it, Poland and the Baltic states on their diplomatic support of peace and of Georgia.

Canada is firmly against this proposal for three main reasons. Firstly, creating a new international force without Russian or Georgian representation would serve to isolate the countries and would not succeed in achieving a satisfactory, quick deceleration in hostilities.

Secondly, this would be a questionable idea since Georgia's size in terms of population, land mass and economic power is completely and utterly dwarfed by Russia and this endeavour would allow Russia to begin believing the force was set up to isolate Russia and Russia only, inflaming relations further.

Also, since the conflict threatens to spread to Ukraine and even Poland, where does the proposed force draw the line of international involvement?

The conflict doesn't threaten to spread to Poland. Where has Canada got its information from? Perhaps Canada's secret services need beter training?

1) Agreed but isolating the aggressors from each other would serve to give time for a proper decision over the fate of South Ossetia to be made.

2) Agreed. Which is why CIS representation is essential, in addition to NATO, EU and UN forces.

3) Luxembourg made this proposal before the escalation or before Luxembourg became aware of the escalation.
