Neighbours from hell

Hi

There is ever increasing problme of bad neighbourhood, as we may have seen in programes like 'Neighbours from hell' or 'Are you neighbour from hell?'

There are many issues relating to why this problem has occured, many of such is individualism or the idea of 'i need my space' ...

Can anyone help me out as to

1. what ideas lead to creating bad neighbours?
2. what is the responsibility of the community to create a model community?
3. what is responsibility of the local govt?
4. how to eliminate this problem?

any comments or discussion will be great help.

this would in economics be to do with the whole negative externalities thing blah blah blah, but in this case, why not just have a nice peaceful talk with your neighbour, pull a few pranks on them, or if it's really that bad, move house. you could also get them on some boring tv program about neighbours from hell, shame them and hope they'll mend their ways.
