I would say it means: If Law is your major, then don't go. If Law is one of your minors, then do go.

If you do Law can you do another subject unofficially as a minor? As in go to the lectures etc out of interest?
Hey, anyone can go to any lectures as far as I'm aware. Not that many lecturers would notice anyway, even if you weren't allowed. Timetables can be found on the student registry website. The only thing you won't be able to do is go to seminars/tutorials (although my bf is a PhD student and he let his friends come when he was teaching stuff that they were interested in).
