control pannel/regional and language settings. then change regional options to UK. a language bar should appear on the taskbar, in which you can change keyboard settings

Mine is even worse. I can't use the CTRL key when I want to save (i.e. CTRL+S is to save in Word). What should I do?

Puh, thats nothing, I once tried to wash a keyboard of mine, then plugged it in before it was completely dry. Result was I had to live without the punctuation mark and some other keys until I got a new one. Moral of the story: Next time you wash your keyboard use the hairdrier on it afterwards :p:

It's perfectly fine to wash your keyboard with a dishwasher. Just make sure it is completely dry before you use it. Oh and, make sure the water is not hot enough to deform the plastic... Although I would love to see a photo of a heat deformed keyboard.
